Refreshes node state.

Unresponsive or cancelled nodes will be disconnected. Nodes in most other states will reload configuration and state.

This function can be used to resolve the inconsistent state (kNODE_STATE_INCONSISTENT), which can arise when modifications have been performed by another client.
